What is a Bill of Rights? [Gerard Magliocca’s post in
“Concurring Opinions, 8/4/14]: In prior posts I’ve explained that the Supreme
Court did not call the first set of constitutional amendments the Bill of
Rights until 1893. I’ve expanded my search to include all federal cases,
and have found only two other clear judicial references to the Bill of Rights
as we understand it prior to 1893.

Students Got 'ACT Help Files' for Exam, Fired Teacher

8/4/14]: A Michigan school district fired a high school teacher for reporting
that the school helped students cheat on the standardized ACT exam by loading
"ACT help files" onto school calculators that students could use
during the test, the teacher claims in court.
